Hopefully I'm not a complete noob anymore.I think players could use eles to deal damage in HM and win, and I also believe that builds with no room for adapting on them could be run by yourself and 7 other people. I do apologise.

You can have multiple copies of Assassin's Promise on one target.
Assassin's Promise should have an investment of 12 in it, like, why not? Water and Fire magic doesn't matter.
I guess the idea is that the Mesmers make everything easy to kill, through shut down, massive cracked armor/deep wound/weakness spread or armor-ignoring AoE damage.
This leaves the eles to make interesting AoE effects, like powerful snaring/rupting, KD and constant damage-increasing, party-buffing wards and etc etc etc.
The eles can also spike down targets really easily - I mean, it only has to get to 50% health.
Also lots of Ebon Vanguard Assassins flying about after a bit. Like, 12 or more at a time. So it's like having an MM.
You activate Spells and Signets 34% faster. (No effect for non-Mesmer skills with a cast time less than 2 seconds.) In PvE, the recharge time of your Mesmer Spells is reduced by 27%.
