This build uses a keystone signet mesmer hero's high fast cast attribute value for domination magic spells.

• This hero provides more low-range AoE damage and shutdown than an Energy SurgeCoreMesmer. Domination Magic Energy SurgeElite SpellTarget foe loses 1..8..11 Energy.
